Men's shorts should be short enough for everyone to tell that the guy is NOT wearing underwear (freeballing, a requirement when wearing short shorts in public) and has at least some part of his package clearly visible (the tip of his cock and/or part of his scrotum). Hey, if women can get by with showing tons of cleavage, then men should get buy with showing some of his junk. Equal rights people!
