That's been proven to be BS and only people in America, where there is a genital mutilation fetish still running rampant, actually believe it. Basic hygiene is required for any orifice on the human body.
Personally, while I understand it was never a choice for most guys, a mutilated dick is a deal breaker for me, as I just don't find them sexually attractive whatsoever.
For me it's like looking at someone's face that has had their eyelids, nose, lips and ears sliced off.
