High vs low is how far back on the shaft your circ scar is and how much sensitive inner foreskin you retain. And extremely low cut removes all the inner foreskin and puts the scar right behind the glans. Loose vs tight is how much foreskin was removed. An extreme tight cut removes as much skin as possible, and there may be little to no shaft skin movement when erect, meaning you can only stroke, no grabbing the skin and jerking it. An extreme loose cut leaves a lot extra skin, which will typically bunch up behind that glans when soft, and can be used to masturbate without lube possibly even gliding over the glans a bit.
Other style variations include whether or not the frenulum is removed, whether the cut line is straight or angled, and what tools were used such as a clamp or freehand.
Yours looks like a modestly low, modestly tight cut, and it looks like it was done with a clamp as an adult.
