I can’t confirm but I honestly think this was blackmail by the UAE government to keep him in line
He said one word in a GCC accent and I use it too when I’m in the GCC even though I’m not from there. Ears match though.

Not him, if u take a screenshot and turn the brightness all the way up in any photo editing app you can see clearly it's not him at all lol
As an Egyptian who's very familiar with him, it doesn't look like him at all, you can see how the nose and mouth are completely different

The guy from the video looks more "black", with his nose and cheekbones and darker skin too while ramadan has way more Egyptian features and as a fellow Egyptian I'm 100% sure it's not him, I'm not even a fan of him or anything but it's so obvious it's not him.
