I think a lot of it is genetic. The main muscle is the gluteus maximus. Squats would hit this the best and this may be what the guys you see at the gym do a lot of. Also, any movement like that, like leg press (with your leg high on the platform works more of the glutes than the quads), and also hip abduction. See Hip Exercise Menu for other exercise ideas.
