Or you hold a ruler against the base of your penis, align a finger to the 0.00 position and then press the ruler against your pubic bone and read the figure at your finger.

1.2 inches (3cm) here .. guess I need to loose some weight.

its the little area of fat just above the base of you penis but below you waistline

Five eighths of an inch, as nearly as I can tell. My electronic scale says that my body fat is around 10% of my weight, though I don't think that one would guess that it is that high from looking at me (my avatar picture is of me).

I have no fat pad at all. I just have a painfully average penis.
