It would obviously be Snidely Whiplash (of Dudley Do-Right nemesis fame). First off is how he is always having to tie poor Nell to the train tracks-this shows two things
A)He is clearly as big as a railroad train
B)It is the only way Nell will take him without fleeing in terror of his massive organ.

Secondly, the name Snidely Whiplash. It is clear that his penis is so enormous that one gets whiplash just trying to look at it all at one time.
