Yeah, that's your suspensory ligament dislocating. It's the ligament that holds your penis against the pubic bone. When guys get lengthening surgery, that's the ligament the doctor cuts to give more apparent length. While your apparent length is extended, your penis may not have as high an angle when erect as it did before.
Your penis can be fractured. There is a sheath of smooth muscle that encases the three spongy tissued chambers of the penis. When you fracture the penis, those muscles tear, allowing blood to escape the chambers.
The downside is that a fracture of the penis is a medical emergency requiring surgery to correct. The upside is that your penis gets thicker. Post-fracture megaphallus is a frequent condition.
