Swim trunks (shorts meant for the water) typically include a quick-dry, mesh liner so that you don't need to wear cotton underwear that dry's slowly. If you don't like the liner, shop for shorts instead of swim trunks or just cut it out. Personally, I hate the feeling of the mesh unless it's really a fine weave. |
