I think there is a double barrelled issue.
If there is an overpowering smell.... basically if you're standing up and can smell your cock... get-a-cleaning.
But I think we live in a world where anything but a neutral - almost sterile smell is considered clean. Intact men and women have similar scents down there... womens is slightly stronger. There should be a musky smell, if it smells like parmesan or anything else that is offensive then something should be done. But it's also really important to know that it's a very fine balance, just like women, those who clean the most "thoroughly", the most often end up with the strongest odour. The same is true for guys.
