There are so many issues floating around on this thread to make several. But please resist the urge to do so.
Having said that. First issue:
1. pedophilia - Pedophilia is the sexual interest in children both boys and girls by grown adults. The key is children who have not yet shown any signs of puberty. Once puberty has started, then it is not pedophilia.
The interest of adults in either boys are girls in the while in the developmental stages of puberty is called something else. The name of this has escaped me. The key for this kind of sexual deviate behavior is that the adult loses all interest in the boy or the girl once they are through the main stages of puberty.
2. Second Issue - Augmentation. One would think that as one poster said, that in itself, there is no difference in a woman wearing a padded bra to enhance her figure a little or having breast enhancement surgery or a man wearing a little padding of some kind to make him look a little more endowed than he really is.
As long as the augmentation of the penis is just that and not a in itself a method to use as a "pass" at every boy, girl, man or woman that the key with the enhanced penis sees and is interested in.
I can certainly understand why a swimmer who is extremely small would get speedos that are padded in such a way that the swimmer can blend in with the other swimmers that is look about the same. That might be wise. It would stop sneering comments from the crowd about that swimmer out their with the micro penis.
But a swimmer enhancing his speedo in such a way to look like he has a massive hardon should be removed from the swim event immediately.
A hard penis is sexual and making your crotch look like a huge hard penis is a 100 per cent sexual act.
3. "Pass" - As one poster stated, there is appropriateness involved in this. Some places just aren't appropriate for a person to make a pass at another person. Funerals is an example. Never would there be a time it would be appropriate to make a pass at another human during a funeral or burial. Never. Sadies Bar and Grill at 11 at night is a different matter.
Walking down the street with an enhanced penis in your pants that is so large or flopping so wildly or looking like it is erect would be considered a reason to charge a guy with lewd conduct. The police probably would give a stern warning and orders for the man to do something about the problem. If the police were to find out that this was a deliberate act on the part of the man to make lewd passes at other people, you can bet there will be charges.
The key here is intent. Example:the 15 year old teen who is experiencing great difficultly controlling his penis in a speedo or p.e. shorts and is red faced about it all is relieved that understanding adults say nothing publically. The adult in charge, coach at school or mom and dad in the stands or both are going to see that an appropriate jock strap for the speedos or tight enough briefs or boxer briefs are worn the next time.
Example: A 17 year old member of the swim team that has been to an adult store and bought the most revealing speedo in the store that turns transparent when wet. He is now walking around the stands wearing the now wet speedo that the coach has not seen before and getting as close to his woman teachers present and other adults that he thinks he can embarrass. He is enjoying watching their embarrassment. Heshould be reprimanded by the swim coach.
This two examples are involving boys who are at a swim meet in speedos that shouldn't be worn at a public school swim meet. But the intent and circumstances are completely different.
The first boy is already embarrassed. Why humiliate him by bringing more attention by a public punishment being given? The second boy deserves something more than "Son, go get out of that ridiculous swim suit and put on the regulation one that you were given to wear by the school." That would not be enough in my opinion for the second guy.
