I think that you are leaving out two considerations:

(1) Girth makes more of a difference than length. A penis of, say, a length of 9 inches and a girth of 6.5 inches is bigger -- has a greater volume -- than one with a length of 10 inches and a girth of 6 inches. (That is, a difference of a half-inch in girth adds more to volume, in this instance, than a difference of an inch in length.)

(2) There is a lot of variation in how people measure, even when they are truthful in stating their findings. Some, including me, measure along the top of the penis without pressing in against the pubic bone: this is the method that has been favored in most statistical surveys. But someone who presses in with the ruler or tape may be able to get as much as an additional inch over what the other method would yield. So the supposed ten-inch cock may be just a nine-inch cock measured differently.
