Almost invariably, all the curtains had holes in them (at eye level of course). Average shower time may have been 8.87 times what it would have been in a fully open setting.

Maybe mention that to the management. Cuts down their overheads big time if they get rid of the stalls as they'll use less hot water. It would probably not be too popular with the guys though as they wouldn't get anywhere near as much sex, and would also cut down the number of guys being caught engaged in "lewd acts".
