In a building like that, it should be the responsibility of the apartment or building management to clean the windows. For highrise buildings here in NYC, it is against the law to try to clean the outside windows yourself.
That usually is the reason why windows in a highrise do not open fully above certain floor levels of the building.
If there is a Tenants Association, this should be taken up with them for
action, since I am sure that you are not the only one that is interested in having clean windows. The Tenant Association would have more leverage in negotiating getting things done. If not, start a Tenant Association on
your own.
You might take the management to court. I did some years back and got my windows cleaned and "unstuck" since durig the occasional painting of the outside of the building, my windows had been painted shut, making it impossible for me to open them. Therefore, I couldn't have washed my own windows if I had wanted to. The courts sided with me and said that I had a right to "fresh air and clean windows." The windows are now washed once a year, which is better than not at all.
