If i ran to a mod everytime i suspected someone you'd grow tired of it and not take into account any further messages. Your not giving the perpetradors the credit they've earned, although they are wrong and are clearly breaking the tos. they are clever, which is why they so cleverly elude old, even modest attempts to catch them.
Which is why they make a mockery of the old way(link)of catching them by continuing their actions, you have to talk to a Hannibal Lector of computers and/or someone with the complex mapping of the mind if you want to catch 'em.
Which can be very frustrating, even time consuming, some might take years to catch.

Gee-thanks, believe it or not i've caught people who could not be caught, they eluded people for years untill i got them.
I can't get into specifics but i used to catch people for a living, because of which i've had several death threats, hence i got out of that line of work before it got too nasty, i was too good at it.
