i like lowrise jeans on men, the OPs are a bit too low for my taste, but please if you're going to wear those things, trim up your pubes or don't buy jeans whose rise is lower than the line of your pubic hair. it looks goofy.

id say that was an acceptable level, but much lower than that and you could get in trouble. ive got loads of guys in my course at uni that wear really low rise trousers, but then again were all quite relaxed anyway. we were joking about how low one of them had his trousers the other day and just for a laugh he pulled them down to his knees lol
