I disagree. It's pretty clear to me that bulge is caused my his genitals. In fact, I don't think it's all that uncommon to see a guy bulging like that, if he's "freeballing" or wearing loose boxers.

However, I agree with those who said that it's mostly his balls creating the bulge, not his dick. I'm nothing special when flaccid, but if I wore a pair of shorts like that without underwear, I'd bulge the same way.
