Hello, do you know that a test is not a proof of status?
Provided that the paper is not faked, it states that when he did the test, he was clean, but infections takes their time to show up in a test, for instance HIV virus takes up to three months (rarely more) to show up in a blood test, hence the test can't see later than three months ago, and in the case of hiv those three months are those when the guy is most infectious; I should also say that the anti-hiv treatment can be so powerful that an hiv+ guy on treatment would show up negative if tested.
The same thing is true for all diseases so I would suggest if you don't mind me saying this, not to trust tests, trust safer sex practice instead in the measure you are more comfortable with and be aware that there's always a risk (and the PEP in case of HIV exposure).
Safe sex doesn't exist, safe is only abstinence.
