There
is a correlation between height and size of feet - the police here use it to give a rough idea of how tall someone is worked out from shoe prints - but it's a pretty weak correlation. From there to the size of the penis, the correlation would be so weak as to be useless, especially for an individual.
In France the urban myth is that it is the nose that gives you away :
gros pif, gros paf (big nose, big cock). In fact I'd trade big feet for a big nose.
