I'm not sure what you mean by that statement. The assumption would be that he's very bushy in the pube region. Perhaps, if he is like me, he has pubic hairs that are extraordinarily long. Its weird. I'm not bushy but my pubic hairs aren't the usual "short and curlies". Mine get unusually long if I don't clip them periodically. I'm due for another trim as I have some hairs that are at the 7 1/2" mark. I know. Like I said, weird, huh.
My underarm hair is the same way. Left untrimmed the hair will eventually begin to dangle out beyond a t-shirt sleeve. Some almost reaching my elbow.

Shaving hair does NOTcause more hair to grow, otherwise balding men would just shave their heads and grow new hairs. They don't do they. It wouldn't work.
