OK, we have a terminology problem. 
What you are describing is known as "limp biscuit" in most places, which is something
totally different to what is meant by the phrase "circle jerk" in those locations.
This thread relates to a "circle jerk" as per point (1) below.
From the Urban Dictionary: 1) circle jerk [definition]: When a group of males sit in a circle, jerking each other off.
