From the scene you described, he went about testing the waters in a very deliberate manner and he obviously noticed that a) you didn't stop him so b) he assumed you enjoyed it. If you're asking if it's ethical, well, there are different types of massages so I guess it depends on what you're looking for. As a former massage therapist myself, if this is happening at a legit spa or massage center, this guy would most likely be fired if you said anything about it. If he freelances and you go to his place or he comes to yours, then there is no 3rd party involvement. In terms of your marriage/sexuality, as JeffBlack suggested, that's maybe something you need to think about. If you think it's ok to keep doing it because it feels good, you should ask yourself if you would be ok with the idea of your wife being fondled like that by a masseur.
