I actually know someone who played on the power rangers (I think he was one of the villain's henchmen), and according to him, yes, they do duct tape guys with an obvious bulge!! How could they not when you're wearing a metallic gray catsuit!!! It's a kids show, for Christmas sake!!! :)

OMG! I used to watch the putties all the time because they had obvious bulges.

There was one particular episode, I think it was the one with the pig who had the poisonous food, where one of the putties had an obscene bulge going on...it might have been a cup, but in my young mind that was fuckin' hot.
