I'm not so sure that there is that much difference in average male and female bladder capacities. Many of the women I know can last for hours on end without going to the toilet and have got rather stronger bladders than I have. However I do think there is a difference of culture in that women are more likely than men to go as a 'precaution' when they don't actually need to pee (or at least not badly) because historically they've had fewer natural opportunities to pee than men and can't just 'whip it out' at will. This creates the false illusion that they have weaker bladders than men. I don't know whether it's true or not but was once told by an expert in Royalty that the Queen, trained to hold by her grandmother, Queen Mary, has a very strong bladder and can last for several hours if not all day sometimes - a useful skill on lengthy public engagements I'd imagine.
