In private, for sure. With my buddies, if it was during day, our parents were at work, and we could skinny dip at my friend's house and play with each other in the pool. (He had a fence around his yard.) If it was a sleep over, we would play a lot of Truth or Dare while the folks were asleep.
With my cousin, it was in his room in the basement. I don't know how well things would have gone over if we have been jerking each other off in private.
