I don't know that a 16 inch penis is impossible but it would be extremely rare. I personally have been with a guy that I actually with a tape measure, measured at 14 inches. Measured on the top from the base of the pubes to the tip of the head with the foreskin pulled back, it was a full 14 inches. So I don't see why 16 should be impossible.
