I know I scratch a lot a few days after shaving my balls. If I don't shave it right away and I'm wearing boxers (which is most of the time) or freeballing and my sacs is hanging low and swinging, scratching sometimes follows, especially on hot humid days.

I won't call it a hygiene problem.
