He sings in Hairspray. His voice is dubbed over in High School Musical. It was too high for him. But that's his real voice in Hairspray.

I've always wondered why people hire lip-syncers in musicals. Why don't they just hire the actual singer?

Actually, he sings in both HSM and Hairspray, but in HSM they blended his voice with someone else's to make it sound fuller and more pleasant to listen to. He sings by himself in HSM2.
