I'm just wondering as in that case it is almost certainly fake. It is possible to have two penises on one person, usually due to a "Sonic hedgehog" deficiency. Thats some sort of substance which makes you semetrical, or so I'm told, (i.e. the one that tells your budding body as it grows inside the womb to plop one eye either side of the nose, and one ear either side of the head, and one arm either side of the torso, etc.) and if you don't have enough, or have too much of it, you get some rather interesting results.
Before now too little has produced cyclops' and too much has produced people with extra gentitals. However, because it's a symmatry thing, thhe two penises are side by side, not one abouve the other, and in the most famous one (two perfectly formed and working normal penises on one guy) there was the stump of a third leg in there too.
That would be the most likely way for it to be real.
But it almost certainly isnt as we're talking hilariously small odds, and usually the penises wouldnt be very well formed and or wouldnt work. | 
That was the most revolting thing I've seen in a long time.
