well, duh. since smegma can only form on an intact penis you'll obviously never get it if you're cut.

not as such ... I think the "moist" thing just refers to the fact that the presence of the glans membrane and foreskin prevent the skin from drying out and becoming uncomfortable. it's not actually "moist" or damp to the touch, or at least no more so than the outer foreskin (obviously depends on the moisture/humidity of your surroundings).

The ones I've seen are damp to the touch .......and somewhat moist......

Ultimately, circumcision's like douching: At first it sounds hygienic, but then there's more problems if you do it than if you don't. (Any woman who's ever had a yeast infection knows what I'm talking about.
