You're comparing apples to oranges: infant circumcision to adult tattooing. I know Ron well enough [via off-site forums] to state: he doesn't oppose adult circ's. He would advise against an adult circ. but allow it to be the individual's option.
Summary:
Infant circ: oppose
Infant tattooing: oppose
Adult circ: individual option
Adult tattooing: individual option
