yeah it's pretty normal. as ToBe said, they retract for warm, protection etc. mine usually retract more when i'm aroused, and they get can get really tight right before i cum. but they go back down within a few minutes after i ejaculate. when i'm completely flaccid, or really hot (as in hot weather), they hang really pretty low.
