If you don't want your genitalia photographed in public then do not display it in public.
If you don't want the outline of your clothed genitalia photographed in public then wear clothes that do not show the outline of your genitalia.
You don't have like being photographed against your will in public, you don't even have to be OK with it. You do have to tolerate it.
Touching another person's genitals on purpose without their consent is sexual assault and does not equate with public photography.
There is little you can do to not be sexually provocative to at least some people no matter what you wear or look like.
If you put yourself in a public space then you must tolerate public opinion and interest in your appearance.
