Legally there are no overlapping rights. The photographer would have to make himself a nuisance to the person, essentially becoming a stalker, for there to be any legal issues. Random pictures in a single incident don't qualify because the law acknowledges that there is no expectation of privacy in public spaces. Even when someone is at home, that person has to make reasonably sure that the curtains and doors are closed if there is to be an expectation of privacy. Georgia held a couple guilty for the corruption of a minor and both were given the status of sex offenders because they had sex in their own home in their own bedroom and a kid next door managed to walk up to their window and see what they were doing between a slit in the curtain! The judge ruled that they did not take sufficient precaution to create a private situation and, therefore, were having sex in public view and that's illegal under Georgia law.
I'm concerned when you say, "looking is a stretch," because it really isn't. I have the idea something has happened to you to give you this kind of mindset. Were you raised very conservatively regarding sex? Were you taught sexual desire was dirty?
