Yes. Even the topical anesthetic that's beginning to be used in neo-natal circumcision is only skin-deep, and takes over an hour to become significantly effective. They usually start cutting 10-15 minute after the cream is applied, hence it does little to nothing to prevent pain. However, when Lidocaine is injected into a child or adult who has the procedure, they cover them and wait until it kicks in. They can actually ask the person "Can you still feel this?" and get proper feedback to make sure that they can't feel any pain. The name escapes me at the moment, but there's one injection that completely dulls the pain for 24 hours, and a couple of guys i've talked to have requsted this to be used along with the Lidocaine.

It's just skin that has absolutely none of the Meissner's Corpuscles that are commonly cited as the sexual benefit to sex with a foreskin. Does stimulating the skin in say, the center of your palm get you off? I'm willing to bet it doesn't, because it doesn't send the same signals to the brain that stimulation of the prepuce glans would have. I actually HAVE a real foreskin and i've never gotten off on having my foreskin stimulated, whether by a hand, a tongue or otherwise.
