I have to give a qualified yes to this statement. Children will do that sort of thing sometimes. Especially if they have heard older kids talking about it. Younger and middle age teens will sometimes do it as well. But this is done at an age where they aren't thinking as adults. They may have sexual feelings but no nothing about sexual relationships and sometimes they don't know about boundaries.

I wouldn't include people who have had previous sexual contact and that level of relationship hasn't been yet broken. I would assume that the person thought that nothing had changed since last Saturday night's sleep over.

I liked the way a first grade teacher handled this when a boy touched a girl's ass at school, I was one of the teachers on duty but not being a first grade teacher, I didn't know exactly how to approach such a subject with a young boy. Her comment was simply. "Does it belong to you? It isn't yours. It belongs to someone else. You have to have their permission to touch it." Works for all ages. If it isn't your penis, you have to have permission to touch it. It may be permanently granted if you are in a committed relationship. Still, I wouldn't want my wife to reach over and grab my penis in the middle of a movie at the theater just because no person could see her.

BoyNextDoor made a comment that he thought . "And, I do not think it is usual for brothers to fool around. That is a tad wierd." I know that Landon does not have any brothers. I believe that the age difference and ages are major players here. If the brothers are children or early teens and close to the same age, I wouldn't consider is abnormal. It happens too often to consider it abnormal. (The word abnormal being a mathematical term, not a moral term.) Is it morally OK to do? That is a totally different question. If one brother is 10 and one is 17, forget the idea that the 17 year old hasn't had his 18th birthday yet so....and on and on so nothing is wrong here. There is a lot wrong here. That is incest. That could be considered rape.

Hard to make hard and fast rules, but a lot depends on what is going on the the minds of BOTH brothers concerning the touching. The biggest sexual organ is still the brain where thinking takes place.
