Don't get me wrong. I agree with you - I was just pointing out the reasons why Africa had been singled out by the pro-cutters.
The biggest problem is (apparently) getting them to use the damned things, even if they are provided. They are also not, it was claimed, very good at storing them properly or using them effectively. Personally I would have thought that some good quality training would, at least, help improve the situation.
As for suggesting that they are not proficient at outpatient surgery - many, many African tribes do practise circumcision, without anaesthetic. Nelson Mandela tells the story of his circumcision, aged about 12, when he and some of the other young boys were prepared for the tribal ritual and they were cut in front of the whole village. It seems pretty barbaric to us - but to them it's a big cultural event.
