I think that's the distinguishing aspect, DC...I'd wager these problems are endemic to middle-management. That's where you find little self-interested fiefdoms in a corporate structure, far enough down the ladder that their day-to-day operations don't directly affect the company's performance, yet high enough up that they don't really fear reprisal from the mothership.

It's the Peter Principle in action. Such types aren't really operating with the best company performance in mind...just looking to keep their little organization in line with how they want it.
