Yes, that's what I'm thinking...unless he can't get a true measurement because he loses the full erection when he stops to measure. But then he is just estimating the true, full erection measurement.
It would be like someone saying their height is 6' but if they stand up straight they are 6'2". You should just give your height standing as tall as possible.
Nevertheless, I'm still amused whenever I see someone say stuff like this.
