MI state primary laws are hosed. Michigan cannot release voter partisan preference to Repubs and Democrats only. Without voter lists they cannot do a re-vote, because they cannot ensure their re-vote would be fair - and bar anyone that voted previously in the open primary and has already cast a republican ballot.
