What's the difference between a girl that has began the puberty stage of her life and has her monthly period, and a girl that is 18 and is still going through her developement stage (puberty) and has a monthly period also? Even though I live in the usa I laugh when I hear somebody call us the land of the free. We have so many rules and laws that it would fill a small library with books of them. I'm not saying that I think talking or thinking about girls of a younger age than what the law says is ok is wrong or right. That's for you and you only to decide. Peace!
