It’s not illegal if it places a notice on the property (this must be his property of course) that says something like “this place is under electronic surveillance” which would allow him to do just that including the bathroom. Peoples “right to privacy” ends with that notice.
As far as creepy, yes I’m not one for the initiative either but voyeurism is big business so he’s not the only one into the idea.
If I had the technology and access, I'd like to install one of those tiny spy cameras under the edge of urinals in a public place, like a movie theater bathroom or something. Then when men came in to piss I could see if they have foreskin or not and what they do with it during pissing.
