Yes I can, and have been doing it for years. It's done by just Kegeling.

I can do it either soft or erect. It take dedication and practice, but it can

I never really thought of it in that way, but yes, it is in a way a type of meditation because it take a lot of mental consentration....and yes lots of work and lots of time!
Quiet consentration and doing kegels for 20, 30 minutes, or an hour plus...without stopping, takes a lot or work....it cannot be rushed, and you have to have the patience of Job.....but the results is worth every second of it.

While Flaccid:
My favorite way, by far for handsfree wanking...is done while FLACCID. It takes the
longest, but for me.....obtains me the most awesome results in the end.
1) Lay on your back and kegel. The jerking motion of your flaccid, shrinking and relaxing against your stomach or leg/thigh...will eventually cause a bit of friction on your cockhead. Concentrate on this friction, which will become more intense over time.
Make sure you refrain from getting hard for this will raise your cock off your stomach or leg/thigh and will defeat the purpose. It make take a hour or so, but when you do orgasm.....if it is like mine....it will be awesome!
2) Do the same thing but on your side...but letting your cock rest on your thigh/leg.
