Providing that these assertions are correct. They do not refer to the age of the involved persons, they refer to the standing in succession to the crown; counting out The Queen (Prince Philip by association), her children, and her grandchildren (providing they are HRH titled). That leaves the princes and princesses that have one parent who is a "commoner" and their children, supposedly about a dozen of age people.
